The short and the long carrier are used to carry a vowel. the long carrier will be used when the vowel is long.

The Vowel (also called Tehtar)

In short the following 'vowels' are placed on top of the next letter

When we wrote in Sindarin tengwar letter, the vowel will be on the top of the next letter as in the following example.
